Grinder pumps on City of Orange Beach sewer: who owns, who repairs, who to call
Short answer
Owner maintains it. Orange Beach Code Sec. 74-36: the customer purchases the grinder pump, any grinder pump installation shall be by the city only, and after installation the pump and its maintenance are the owner's sole responsibility. Repair: your plumber. Install or replace: the city. Alarm: not published; the city lists 251-974-5617 for system issues.
In Orange Beach the sewer provider is the City of Orange Beach, not the Orange Beach Water Authority, and the city code says the customer buys the grinder pump, the city alone installs it, and after that the pump, its maintenance and its continued operation are the owner's sole responsibility.
That split matters. Repairs are open to your plumber; installations are not. Code Sec. 74-36 and the city's own utility pages are quoted and linked below.

What that means in practice
Orange Beach is unusual: the owner pays for the pump and maintains it, but the city is the only installer.
- RepairThe owner's responsibility, and the code does not restrict who does it. Use any plumber.
- Replacement of the pumpPurchased by the customer and installed by the city only, subject to the city's inspection.
- New installationThe city only, under Sec. 74-36(7).
- AlarmThe city publishes no alarm instruction. Limit water use. The city lists 251-974-5617 for system issues and 251-981-6096 for billing and new service.
What we do in Orange Beach, and what we do not
We repair. Control panels, floats and level sensors, check valves and anti-siphon devices, basin lids and vents, and the low pressure line inside your property are maintenance items the code leaves to the owner, and the code does not limit who the owner hires. Brandon Byrd, the owner, is licensed by the State of Alabama as a master plumber.
We do not install or replace grinder pumps on City of Orange Beach sewer. Sec. 74-36(7) reserves installation to the city, and a replacement pump is an installation. When our diagnosis shows the pump itself is done, we say so and hand you to the city's sewer department rather than quote work we are not allowed to do.
Permits and inspections
Installation is the city's, so installation permitting sits with the city, which also reserves the right to inspect and re-approve a station from time to time. The city's utility billing page routes sewer availability and tap confirmation through its online portal: "Sewer Tap Request - Submit sewer availability. - Will now also be used to request sewer tap confirmation forms." For a repair, no city permit is published; ask the city's building department if you want to be sure.
One caution on currency: the code we read is codified through an ordinance of October 2024. A later ordinance could change Sec. 74-36, so confirm with the city's sewer department before relying on it for a large job.
The city's minimum pump specification
Sec. 74-36 sets minimums for a single-family station: "Any grinder pump installation utilized for single-family residential service or commercial service with potential peak demand not in excess of 20 gallons per minute shall consist at a minimum of a two horsepower simplex pumping system capable of delivering ten gallons per minute of macerated waste at a total dynamic head of 90 feet, with minimum tank volume of 115 gallons".
The section also requires a check valve and anti-siphon device within two feet of the top of the tank, a pump able to pass its waste through one-inch pipe, and a low pressure building sewer of at least 1-3/4 inch inside diameter in Class 200 PVC or SDR11 polyethylene. No brand list is published.
Where the City of Orange Beach provides sewer
The city's sewer department describes its collection system as low pressure and gravity lines, mostly inside the city limits, plus "low-pressure lines to Ono Island and the Miflin Creek region". Some county locations outside the city are also on city sewer. The Orange Beach Water Authority supplies water only; its 1968 charter wording mentions sewer, but the city's FAQ and billing page are clear that the city runs the sewer plant.
