Grinder pumps on Baldwin County Sewer Service (BCSS): who owns, who repairs, who to call
Short answer
Homeowner owns it. Repair: BCSS or any plumber you choose. Replacement and new installation: BCSS only, from January 1, 2026. On the documented Keen station, flashing red means high wastewater: stop using water and call BCSS promptly at (251) 971-3022.
On the BCSS system the homeowner owns the grinder pump, and the homeowner chooses who repairs it: BCSS itself or any plumber. The exception is a new pump. Starting January 1, 2026, BCSS sells and installs every grinder pump on its system, and homeowners and contractors may no longer install their own.
Every rule below is quoted from BCSS's published grinder pump pages and linked, so you can check it yourself before you spend a dollar on anyone, including us.

The rule in BCSS's own words
Ownership. BCSS's grinder pump FAQ states: "BCSS is not responsible for pump systems and sewer service lines on private property." That puts the pump, its panel and the line to the street on the homeowner. Source: www.baldwincountysewer.com/…
Repair. The same FAQ tells you what to do when the alarm sounds. "If the alarm goes off for over 15 minutes", it says, you may troubleshoot, "contact us for service at (251) 971-3022", or call "a plumber to schedule a repair." In plain terms, you may use BCSS or a plumber of your choice. BCSS's grinder pump page confirms it repairs pumps and service lines on its system.
Installation. BCSS's grinder pump page announces the change: "Starting January 1, 2026, the Baldwin County Sewer Service (BCSS) implemented a new policy regarding the installation of grinder pumps. Under this new guideline, homeowners and contractors will no longer be allowed to install grinder pumps themselves on the BCSS system. Instead, all grinder pumps must be purchased directly from BCSS and installed by our trained professionals". Source: www.baldwincountysewer.com/grinder-pumps

What that means in practice
Four situations come up on BCSS, and the answer differs for each.
- Repair (a failed float, capacitor, check valve, panel part or service line)Yours to arrange, with BCSS or any plumber.
- Replacement of the pump itselfBCSS only. You buy the pump from BCSS and BCSS installs it.
- New installation (new construction or a first sewer connection)BCSS only, under the same 2026 policy.
- Flashing red on the documented Keen stationStop water use and call BCSS promptly at (251) 971-3022. Ask BCSS about any other alarm or panel.
What we do on BCSS, and what we do not
We repair. Diagnosis, float and level sensor problems, control panel faults, check valves, basin lids and vents, and the discharge line between the basin and BCSS's connection are all homeowner-side work that BCSS's rules leave open to a plumber. Brandon Byrd, the owner, is a licensed Alabama master plumber.
We do not replace or install grinder pumps on the BCSS system. That is BCSS's job under its January 2026 policy, and we will not quote it. If our diagnosis shows the pump itself has failed, we tell you so and point you to BCSS.
The Keen station manual says flashing red is a high-level alarm and calls for stopping water use and contacting the utility promptly. If your panel is different or you are unsure, give BCSS the model and light label. If BCSS finds the fault is a repairable part and you would rather use an independent plumber, that is where we come in. Dirty jobs, done like a gentleman.
Permits and paperwork
BCSS does not publish permit or inspection requirements for grinder pump repairs beyond its own installation policy, and it does not state whether a county or municipal plumbing permit applies. For a repair, ask BCSS at (251) 971-3022 and your town's building department. Because BCSS performs every installation, installation permitting is handled on its side.
Pump types on the BCSS system
BCSS's grinder pump page names the pump it installs: "The Keen brand pump that BCSS currently installs for most of the applications on our sewer system". The same page says BCSS "will continue to service existing E-one pumps on our system for as long as needed."
Both are progressive cavity pumps, sometimes called semi-positive displacement pumps. BCSS's older FAQ wording asked customers who bought their own pump to use "any progressive cavity, sometimes called a semi-positive displacement pump"; that wording predates the 2026 installation policy, so it no longer licenses a self-purchased pump, but it does tell you what kind of pump the system is built around.
Where BCSS provides sewer
BCSS's own Baldwin County utility list puts its sewer territory inside the city limits of Spanish Fort, Silverhill, Summerdale, Elberta and Perdido Beach, "plus many unincorporated areas of Baldwin County". Its Areas We Serve page adds communities such as Magnolia Springs and Point Clear, and a 2024 court filing reported by al.com put around 38 percent of its customers south of the Intracoastal Waterway and on the Fort Morgan peninsula.
BCSS is a sewer utility, so your water bill may come from a different provider. If you are not sure whether BCSS bills your sewer, use our lookup tool or BCSS's utility list, linked above.
