Grinder pumps on North Baldwin Utilities: who owns, who repairs, who to call

Short answer

Customer owns it. NBU's specifications say provision, installation, ownership, operation and maintenance of the grinder pump system are the customer's responsibility, and NBU's pressure sewer responsibility ends at the property line. Repair, replace and install: any plumber, to NBU's minimums. Alarm: not published; limit water and call a plumber.

North Baldwin Utilities puts the whole grinder pump system on the customer: provision, installation, ownership, operation and maintenance, with NBU's responsibility for its pressure sewer ending at the property line. That is the wording of NBU's utility infrastructure specifications, quoted below.

For Bay Minette and the northern part of the county, then, a grinder pump is a homeowner's pump from the day it goes in, and the homeowner picks the plumber.

The rule in North Baldwin Utilities' own words

NBU's Specifications for Utility Infrastructure, effective September 17, 2021, state under individual service grinder pump stations: "Provision, installation, ownership, operation, and maintenance of the grinder pump system shall be the responsibility of the Customer. NBU Pressure Sewer System responsibility shall terminate at the customer's property line". Source: www.northbaldwinutilities.com/…

That sentence answers all five questions a homeowner usually asks, and it is the only published NBU rule on the subject. There is no separate FAQ page, no alarm instruction and no published permit process for residential grinder work.

What that means in practice

NBU's rule is the simplest in the county to apply: everything on your side of the property line is yours.

  • RepairThe customer's, with any plumber.
  • ReplacementThe customer's, with a pump that meets NBU's minimums.
  • InstallationThe customer provides and installs the system. For septic tank effluent (STEP) systems, NBU says all components must be approved by NBU before installation.
  • AlarmNot published. Stop using water and call a plumber. NBU's office number is (251) 580-1626 if you need to confirm your service.

What we do on North Baldwin Utilities, and what we do not

Repair, replacement and installation are all homeowner-side work under NBU's rule, so we do all three in NBU's area. Brandon Byrd, who owns the company, is a licensed master plumber in Alabama, and we size replacements to NBU's published minimums rather than to whatever is on the shelf.

What we do not do is guess at an unpublished rule. NBU does not publish an alarm procedure or a permit process, so where this page says not published, we mean it, and we will tell you to ask NBU rather than invent an answer.

Permits

NBU's specifications do not state a permit or inspection requirement for a residential grinder pump repair or replacement. The one approval they name is for STEP systems: "All STEP system components shall be approved by NBU prior to installation." For a city building permit in Bay Minette, ask the city's building department.

NBU's minimum grinder pump specification

NBU publishes performance minimums rather than a brand list. The customer-provided pump must be able to macerate ordinary domestic sewage and deliver at least 7 gallons per minute against a discharge head of 185 feet. The 185-foot figure is high; a pump that is fine on a short, flat run may not meet it, which is why we check the curve before we recommend a replacement.

On storage, the spec says: "Installation should feature at least a simplex pump and include a fiberglass pump well capable of storing approximately 70 gallons of flow volume after activation of an integral high level alarm without overflow or interruption of service." The spec also calls for 230-volt single-phase power and a disconnect within 15 feet of the station.

Where North Baldwin Utilities provides sewer

BCSS's county utility list describes NBU's territory as "Bay Minette & Northern Area of County". Stockton and the rural area north of Bay Minette are NBU territory where sewer exists; many homes there are on septic. If your sewer charge appears on an NBU bill, this is your rule.

Questions people ask

Who owns a grinder pump on North Baldwin Utilities?

The customer. NBU's specifications say provision, installation, ownership, operation and maintenance of the grinder pump system are the customer's responsibility, and NBU's responsibility ends at the property line.

Does North Baldwin Utilities repair grinder pumps?

Nothing NBU publishes says it does. Maintenance is the customer's responsibility under the specifications, so hire a plumber.

What pump does NBU require?

A customer-provided grinder pump able to macerate domestic sewage and deliver at least 7 gallons per minute at 185 feet of head, in a fiberglass well holding about 70 gallons after the high-level alarm, on 230-volt single-phase power with a disconnect within 15 feet. NBU publishes no brand list.

Do I need NBU's approval to install a grinder pump?

NBU's spec requires prior approval of all STEP system components. For a standard grinder station it sets minimums rather than an approval step, and it publishes no permit process. Check with NBU at (251) 580-1626 and the Bay Minette building department.

Who do I call when the alarm goes off in Bay Minette?

NBU publishes no alarm instruction. Stop using water and call a plumber. Use (251) 580-1626 for questions about your NBU service.
