Grinder pumps on Fairhope Utilities: who owns, who repairs, who to call
Short answer
The code assigns customer-side service line maintenance to the homeowner. Pump maintenance follows that interpretation; the ordinance does not name the pump. Confirm your address with Fairhope Public Utilities. The city’s installation form requires a State Licensed Master Plumber.
In Fairhope the grinder pump sits on the customer's side of the sewer connection, so maintaining it is the homeowner's job, and any new installation must be certified by a State Licensed Master Plumber on the city's Grinder Pump Installation form before a Certificate of Occupancy is issued.
One honest caveat up front: Fairhope's code assigns the service line to the customer but never uses the words grinder pump. The installation form does. Both are quoted below, with links, so you can read exactly what the city has and has not written down.

Who files it. The city's permit guidance: "All installations of Grinder Pumps require the master plumber of record to complete and sign the “Grinder Pump Installation” Form and submit to the Building Department." Source: www.fairhopeal.gov/167/Forms-Ordinances
When a grinder system is allowed at all. Code Sec. 21-58: "A gravity fed sewer system shall be required unless a grinder pump system is specifically approved by the water and sewer superintendent."

What that means in practice
Fairhope's code draws the line at the property boundary and makes everything inside it the customer's. A grinder pump is inside that line, which is why we describe it as homeowner-maintained even though the ordinance names the service line rather than the pump. We could not re-find an older city statement that named the pump directly, so we are not quoting one.
- RepairUsually the homeowner’s responsibility based on the service-line rule; check with Fairhope for your address.
- Replacement or new installationThe homeowner's plumber does the work, and a State Licensed Master Plumber certifies it on the city's form.
- New grinder systems in a subdivisionOnly where the water and sewer superintendent specifically approves one instead of gravity sewer.
- AlarmFairhope publishes no alarm instruction. Limit water use and call a plumber. Fairhope Public Utilities can be reached at 251-928-8003 if you need to confirm anything about your service.
What we do in Fairhope, and what we do not
Fairhope is our base town, and the city's rules leave repair, replacement and installation with the homeowner's plumber, so we do all three. Brandon Byrd owns the business and is a licensed Alabama master plumber. The city's form asks a State Licensed Master Plumber to certify the installation, and that is the license Brandon holds.
We do not decide whether a grinder system is approved for a new subdivision; that is the water and sewer superintendent's call under Sec. 21-58. We do not pull the building permit in your name without your say-so, and we do not treat the certification form as optional. Doing the job properly means the paperwork gets done too.
Permits and the installation form
Two pieces of paper apply to a Fairhope installation: the building permit, and the Grinder Pump Installation form signed by the master plumber of record and submitted to the Building Department. The city withholds the Certificate of Occupancy on a new home until the form is in.
The form certifies that the pump "has been installed meeting all City of Fairhope and manufacture specifications. Including but not limited to: Pressure test, Proper elevation, Tank & Pump meets all specifications for usage and sub-division". For a like-for-like replacement on an existing home, ask the Building Department whether it wants the form re-filed; the published memo speaks to installations before occupancy.
Pump types in Fairhope
The city publishes no brand list. Its standard is that the tank and pump meet City of Fairhope and manufacturer specifications for the usage and the subdivision, pass a pressure test and sit at the proper elevation. If a subdivision's approval named a specific pump when it was built, that approval governs; ask Fairhope Public Utilities for it.
Where Fairhope Utilities provides sewer
Fairhope Public Utilities serves the City of Fairhope and, in BCSS's county utility list, "Fairhope & North of Fairhope in Various Areas". Point Clear is mixed: BCSS lists it among the areas it serves, and Fairhope serves parts of it. If you are in Point Clear, check by address, because BCSS has a different installation rule.

Questions people ask
Who is responsible for a grinder pump in Fairhope?
The homeowner. Fairhope Code Sec. 21-52 makes the customer responsible for all maintenance from the connection at the property boundary into the premises, and the grinder pump is on that side. The code does not name the pump itself; the city's installation form does.
Do I need a permit to replace a grinder pump in Fairhope?
A building permit applies to grinder pump installations, and the master plumber of record must sign the Grinder Pump Installation form and submit it to the Building Department. For a like-for-like replacement on an existing home, confirm with the Building Department whether the form is required again.
Who can install a grinder pump in Fairhope?
The homeowner's plumber, with a State Licensed Master Plumber certifying on the city's form that the pump was installed properly, including a pressure test, proper elevation and correct tank and pump sizing.
Will Fairhope Utilities fix my grinder pump?
The city's published rules place maintenance of everything from the connection into the premises on the customer. Nothing published says the utility repairs private grinder pumps. Call a plumber; call Fairhope Public Utilities at 251-928-8003 only to confirm your service details.
Does Fairhope have an approved grinder pump list?
Not that the city publishes. The standard is City of Fairhope and manufacturer specifications for the usage and subdivision, and a specific approval from the water and sewer superintendent for grinder systems in new subdivisions.
