Grinder pumps on Gulf Shores Utilities: who owns, who repairs, who to call
Short answer
Customer owns it. GSU's specification says the applicant shall provide, construct, operate and maintain the grinder pump system. Repair and replacement are yours to arrange with a plumber, to GSU's published minimums. On a red light, call Gulf Shores Utilities first at (251) 968-6323, then a plumber.
If Gulf Shores Utilities bills your sewer, you provide, operate and maintain your own grinder pump system, and GSU asks you to contact it whenever the red light shows, even briefly, and that includes nights and weekends. Repair, replacement and installation are the customer's to arrange, to a specification GSU publishes.
Both rules come from GSU's own grinder pump pages, quoted below with links, so nothing here rests on our word alone.
The rule at a glance

The rule in Gulf Shores Utilities' own words
Ownership and upkeep. GSU's grinder pump specification opens with the responsibility: "Applicant shall provide, construct, operate, and maintain a sewage grinder pump system of a type and size acceptable to Gulf Shores Utilities Board (Board)." Source: www.gulfshoresutilities.com/grinder-specs
The red light. GSU's grinder pump page is specific about alarms. Whenever a resident sees that red light on, "even for a few seconds", GSU says "they should contact the Board", and it adds "including after hours and on weekends." Source: www.gulfshoresutilities.com/grinder-pump
Non-standard pumps. The specification also says: "No other pumps or pumping system may be connected to the Board's sewer system without prior written authorization from the Board's General Manager."

What that means in practice
GSU draws a clear line: the system is yours, but GSU wants to know every time it alarms.
- RepairThe customer's responsibility. Hire a plumber; GSU does not say it repairs private pumps.
- ReplacementThe customer's responsibility, with a pump that meets GSU's minimums for your service type.
- InstallationThe customer provides and constructs the system to GSU's specification. A pump outside that specification needs the General Manager's written authorization before it is connected.
- AlarmContact GSU first whenever the red light shows, day or night. Then call a plumber if the pump needs work.
What we do on Gulf Shores Utilities, and what we do not
We repair, replace and install grinder pumps in GSU's service area, because GSU's rule leaves all three with the customer. The owner, Brandon Byrd, is a state-licensed Alabama master plumber.
We ask you to call GSU first on any red light, as GSU requests, and we work alongside that call rather than around it. If a replacement is needed, we size it to GSU's published minimums and we do not connect anything outside the specification without the General Manager's written authorization.
We do not publish GSU's approved-manufacturer table on this page. It appears in GSU's infrastructure specifications, and whether it governs private home pumps is not stated, so we will not present it as a rule for homeowners until GSU confirms it. Ask GSU at (251) 968-6323 if you want a brand confirmed before you buy.
Permits and authorizations
GSU does not publish a permit or inspection process for residential grinder pump work on the pages we reviewed. The one written requirement is the General Manager's prior written authorization for any pump or pumping system outside GSU's specification. For city building permits, ask the City of Gulf Shores building department.
GSU's minimum pump specification for a single-family home
GSU publishes the numbers a residential system must meet. For a single-family home: "Minimum two (2) horsepower pumping system capable of introducing into the Board's sewer system ten (10) gallons per minute of properly ground waste at a total dynamic head of ninety (90) feet. Minimum tank volume of one hundred fifteen (115) gallons."
Discharge piping has its own rule: "Grinder pump systems shall be equipped with a check valve and anti-siphon device on the discharging piping." A failed check valve or anti-siphon device is a repair item we handle.

Parts of the Fort Morgan peninsula inside the city limits may be GSU, while much of the peninsula is served by Baldwin County Sewer Service, which has a different installation rule. Questions people ask
Does Gulf Shores Utilities own my grinder pump?
No. GSU's specification says the applicant shall provide, construct, operate and maintain the grinder pump system. It is the customer's.
Who repairs a grinder pump in Gulf Shores?
The customer arranges repair with a plumber. GSU asks to be contacted whenever the red light is on, but it does not say it repairs private pumps.
What do I do when the red light is on in Gulf Shores?
Contact Gulf Shores Utilities at (251) 968-6323, even if the light was on for only a few seconds and even after hours or on a weekend. Limit water use, then call a plumber if the pump needs work.
Can I install any grinder pump on the GSU system?
Only one that meets GSU's specification. For a single-family home that is at least 2 horsepower, 10 gallons per minute at 90 feet of total dynamic head, a 115-gallon tank, and a check valve with an anti-siphon device. Anything else needs the General Manager's written authorization.
Does GSU have an approved brand list for home grinder pumps?
GSU's infrastructure specifications include an approved-manufacturer table, but GSU does not state whether it applies to private residential pumps. We do not publish it as a homeowner rule. Ask GSU to confirm a brand before buying.
